Dauphin County man indicted for possession of child pornography

A federal grand jury has indicted Dwayne Cavanaugh, 55, of Harrisburg, Pennsylvania, for possession of child pornography. The indictment was announced by the United States Attorney’s Office for the Middle District of Pennsylvania on March 5, 2025.

Acting United States Attorney John C. Gurganus stated that the indictment alleges Cavanaugh possessed child pornography on or about January 21, 2024. It further alleges this offense occurred after a previous conviction in 2010 for receipt of child pornography in the United States District Court for the Northern District of Texas.

The Federal Bureau of Investigation conducted the investigation. Assistant United States Attorney Stephen W. Dukes is prosecuting the case.

This case is part of Project Safe Childhood, a nationwide initiative launched by the Department of Justice in May 2006 to combat child sexual exploitation and abuse. The initiative involves federal, state, and local resources to apprehend and prosecute individuals who exploit children and to rescue victims. More information can be found at www.usdoj.gov/psc.

Under federal law, the maximum penalty for this offense is twenty years imprisonment with a mandatory minimum term of ten years, supervised release following imprisonment, and a fine. Sentencing follows a guilty finding and considers federal sentencing statutes and guidelines.

It is important to note that indictments are allegations. All charged individuals are presumed innocent unless proven guilty in court.
