A man from Venice, Illinois, Harry Moore, 20, appeared in U.S. District Court in St. Louis to face charges related to a carjacking incident that occurred in September in the Tower Grove East neighborhood of St. Louis.
Moore was indicted on November 20 on one felony count of carjacking and one felony count of possession and brandishing a firearm in furtherance of a violent crime. He entered a plea of not guilty during his court appearance.
The indictment alleges that Moore stole a 2022 Subaru Outback at gunpoint on September 9, 2024. A motion filed for his detention until trial claims he was with two others in a stolen Cadillac CTS at the time of the carjacking. It is alleged that he forced the victim to unlock their cellphone and provide an ATM card PIN number, which Moore used shortly afterward to withdraw cash at a gas station. The motion also states that Moore was captured on camera later that morning near Ballpark Village in downtown St. Louis, firing shots while sitting on the passenger door window frame of the Subaru.
The charge for carjacking carries a potential sentence of up to 15 years in prison, along with possible fines up to $250,000 or both. The charge for brandishing a firearm could result in seven years to life imprisonment.
The investigation involved the St. Louis Metropolitan Police Department, the FBI, and the St. Clair County (Illinois) Sheriff’s Department. Assistant U.S. Attorney Matthew Martin is handling prosecution duties.
This case falls under Project Safe Neighborhoods (PSN), which aims to reduce violent crime and gun violence by fostering cooperation between law enforcement agencies and communities they serve. This initiative includes strategies such as building community trust and legitimacy, supporting organizations focused on violence prevention, setting strategic enforcement priorities, and measuring outcomes.
