A Belle Vernon resident, Andy Ha, has admitted guilt in a federal court to charges of harboring illegal aliens for financial gain and neglecting to pay employment taxes. Acting United States Attorney Troy Rivetti made the announcement.
Ha, aged 28, pleaded guilty to two counts before United States District Judge Cathy Bissoon. The charges were outlined in a two-count Information filed on January 28, 2025.
The court was informed that between September 2022 and April 2024, Ha owned Prosperity Services, Inc., a temporary staffing agency serving companies in Charleroi, Pennsylvania. Ha arranged accommodation for over 25 workers without legal authorization to be in the U.S. at a former hotel and provided transportation for them. He also submitted false tax returns by only listing legally authorized workers on spreadsheets given to Prosperity’s tax return preparer. This misrepresentation resulted in a tax loss of at least $3.1 million.
Acting United States Attorney Rivetti stated, "The defendant broke the law by harboring and employing individuals not authorized to be in the United States." He added that Ha's actions cost the U.S. government millions due to unpaid taxes.
Special Agent Yury Kruty from IRS-Criminal Investigation emphasized the seriousness of failing to file accurate tax returns and remit withholding taxes timely.
Edward V. Owens from HSI Philadelphia highlighted their commitment to protecting communities from exploitation of undocumented workers for personal gain. He commended the collaboration with the U.S. Attorney’s Office and other partners involved in ensuring such illegal activities face legal consequences.
Judge Bissoon has set sentencing for July 22, 2025. Potential penalties include up to five years imprisonment and fines up to $250,000 or twice the offense gain for each charge.

The investigation was conducted by IRS-Criminal Investigation, Homeland Security Investigations, and Pennsylvania State Police leading to Ha's prosecution.
