Sex offender sentenced to life for producing child pornography

Victor Armando Simms, a 54-year-old previously convicted sex offender from Southeast Washington D.C., has been sentenced to life in federal prison. This sentence follows his guilty plea on May 20, 2024, to charges including first-degree child sexual abuse with aggravating circumstances and possession of child pornography. The sentencing was announced by U.S. Attorney Edward R. Martin, Jr., FBI Special Agent in Chief Sean Ryan, and Chief Pamela Smith of the Metropolitan Police Department.

Simms's arrest occurred after a young girl discovered explicit images on an iPad belonging to him on January 15, 2023. Law enforcement executed a search warrant at his residence two days later, seizing multiple electronic devices and pills believed to have been used to sedate victims.

The investigation revealed that Simms amassed a library of 3,300 still images and over 250 videos depicting the sexual abuse of children. Metadata indicated that these acts occurred in Washington D.C., Maryland, and Virginia since approximately 1997.

Simms had a prior conviction in North Carolina in 2005 for indecent liberties with a six-year-old child. He recorded his crimes as souvenirs and raped at least ten young victims.

The case was investigated by the FBI Washington Field Office’s Child Exploitation and Human Trafficking Task Force. It was prosecuted by Assistant U.S. Attorneys Jocelyn Bond, Sarah Folse, and Caroline Burrell with assistance from Victim-Witness Advocate Yvonne Bryant and Paralegal Specialist Melissa Macechko.
