The U.S. Department of Justice has filed a civil lawsuit against David Jones and D Jones Properties LLC, alleging violations of the Fair Housing Act (FHA) in Green Bay, Wisconsin. The complaint, announced by Acting United States Attorney Richard G. Frohling for the Eastern District of Wisconsin, was filed on July 24, 2025.
According to the complaint, Jones manages several rental properties in the Green Bay area and is accused of engaging in severe and unwelcome sexual harassment toward a female tenant. Allegations include making inappropriate sexual comments, physical contact without consent, entering the tenant’s home without permission, and retaliating against the tenant after she asserted her rights under the FHA.
The case reached the Department of Justice following an investigation by the U.S. Department of Housing and Urban Development (HUD), which received a complaint and issued a charge of discrimination. The federal lawsuit seeks monetary damages for those harmed by the alleged conduct and aims to secure a court order preventing future discrimination.
“No one should be forced to choose between safe housing and their right to live free from sexual harassment,” said Acting United States Attorney Frohling. “The Department of Justice is committed to vigorously enforcing fair housing protections and holding housing providers accountable when they exploit their power over tenants.”
Individuals who believe they may have experienced similar treatment at properties owned or managed by David Jones or D Jones Properties LLC are encouraged to contact Assistant U.S. Attorney Nia Schmaltz at 414-297-4516 or Nia.Schmaltz@usdoj.gov.
The Fair Housing Act prohibits discrimination in housing based on race, color, religion, national origin, sex, disability, and familial status. Additional information about the Civil Rights Division and relevant laws can be found at www.justice.gov/crt.
It is noted that these are allegations only; liability will only be determined if the government proves its case by a preponderance of evidence.
