A federal grand jury in Cincinnati has indicted Victor Juarez, a 26-year-old Mexican national, on charges of sexually exploiting a 12-year-old girl. According to the indictment, Juarez allegedly recorded videos of his sexual abuse of the minor on at least 13 occasions during October and November 2024.

Juarez faces 13 counts of sexual exploitation of children. The case originated with local charges in Hamilton County, where he was charged with rape in February 2025. The new federal charges now take precedence over those local charges.

Federal law stipulates that sexually exploiting children carries a mandatory minimum sentence of 15 years and can result in up to 30 years in prison.

The investigation is being conducted by the FBI’s Cincinnati Division along with police departments from Cincinnati, Sharonville, and Springdale. Assistant United States Attorney Kyle J. Healey is prosecuting the case.

“An indictment merely contains allegations, and defendants are presumed innocent unless proven guilty in a court of law.”
