Xin Liu, a 40-year-old resident of Apopka, Florida, has been indicted by a federal grand jury on charges of conspiracy to commit wire fraud. The announcement was made by John P. Heekin, United States Attorney for the Northern District of Florida.

Liu appeared in federal court before United States Magistrate Judge Midori A. Lowry on December 23, 2025, in Gainesville, Florida. Her jury trial is set for January 28, 2026, at 8:30 a.m., presided over by Chief District Court Judge Allen C. Winsor.

If found guilty, Liu could face up to 20 years in prison.

The investigation involved the Federal Bureau of Investigation (FBI), the Internal Revenue Service – Criminal Investigations (IRS-CI), and the Gainesville Police Department. Assistant United States Attorney Adam Hapner will prosecute the case.

According to the U.S. Attorney’s Office statement: “An indictment is merely an allegation by a grand jury that a defendant has committed a violation of federal criminal law and is not evidence of guilt. All defendants are presumed innocent and entitled to a fair trial, during which it will be the government’s burden to prove guilt beyond a reasonable doubt at trial.”

The United States Attorney’s Office for the Northern District of Florida operates as one of 94 offices under the direction of the Attorney General and serves as principal litigators nationwide. The Justice Department acts as the main federal law enforcement agency and employs more than 115,000 people working across all states and internationally in over 50 countries (official website). The department is responsible for upholding national safety and civil rights while maintaining operations both domestically and abroad (official website).
